In this case, Microsoft reported back that the Microsoft user does not have the necessary permissions to view the internal user list Read “Microsoft 365 Azure Directory”.
Regarding this Microsoft help article the following authorizations are required:

Please adjust the Microsoft user's permissions in the Microsoft 365 administration or select a corresponding Microsoft 365 user with appropriate permissions.
